OUR SERVICES / LOCAL AUTHORITY LIAISON

We deal with
the council.

Coordination with the relevant highway authority on applications, restrictions, working hours and scheme requirements.

Every highway authority has its own forms, portals and lead times. Getting an application in on the right form, with the right drawing, at the right time is most of the battle. We do that for you and chase it through.

What we apply for

  • Street works permits and notices through Street Manager or EToN.
  • Temporary Traffic Regulation Orders (TTROs) and notices (TTRNs) for closures and restrictions.
  • Temporary traffic signal approvals.
  • Parking bay, loading bay and bus stop suspensions.
  • Skip, scaffold, hoarding and crane or MEWP licences on the highway.
  • Section 50, 171 and 184 licences where works affect the highway.
  • Lane rental and road space bookings where the authority runs a scheme.

How it works

We identify the correct authority, which is not always the council whose name is on the bins. We prepare the application, attach the drawing and supporting documents and submit it. We then track it, answer the authority’s questions, revise and resubmit if conditions are attached, and confirm to you when it is granted.

The authority decides whether to grant an application. We cannot guarantee approval or a lead time, but a complete application submitted early is the best way to get both.

Lead times

Lead times vary widely. Minor permits can be a few working days. Planned TTROs are typically twelve weeks, and some authorities ask for more. The sooner we know your dates, the more options you have.

LOCAL AUTHORITY LIAISON FAQS

Common
questions.

Not sure what your project needs?
Speak to Vanguard.

Which authority do I apply to?

The highway authority: the county council, unitary authority, London borough or, for motorways and trunk roads, National Highways. District councils are usually not the highway authority. We confirm this as the first step.

Can you apply using my company’s Street Manager account?

Yes, if you give us access, or we can submit under our own arrangements depending on the works promoter. We will agree the route with you before applying.

What happens if the council refuses the application?

We find out why, revise the drawing or dates and resubmit. Refusals are usually about detail or timing rather than the works themselves.

Do you handle the TTRO advertising?

The authority advertises the order. We make sure the application allows time for it and that site notices are in place where the authority requires them.

Requirements vary by location and scope. Contact us to discuss the requirements for your project.
